A Necessary Follow-up Question

If "philosopher kings" rule the land and make "social reality", then wherein lies the individual's conscience? Do philosopher kings develop/interpret law, describe social reality through vision, and implement the plan? How do philosopher kings represent their "underlings", or do they construct the reality that the underlings are to "live in" by the educational vision they "implement"?
